The costs of this project are difficult to estimate because some portions of it are still under development. NASA's Deep Space satellite Voyager 1 cost $250 Million. NASA's 1995 deep space satellite SOHO (Solar and Heliospheric Observatory) cost over $1 billion. Thus a fair estimate of the cost of a project this magnitude is from $250 - $750 Million.

Two means to approximate the cost of a space satellite are $10,000 per pound and $1 Million per Watt. When the final satellite is produced, these would be good metrics to measure against.

The communications package of this project would appear to cost $500 per probe plus $1000 for the relay satellite (total of $2,500). Then you must factor in antenna cost, power costs, etc. Obviously, deep space exploration is not cheap.
