The total estimated timeline for MPS Satellites construction is three years from planning to actually design the MPS satellites. Three satellites can be launched together in one Atlas V launch. Each launch takes about 300 days to reach Mars and start orbiting about Mars. Once all MPS satellites are in place, the set up and testing on Mars can begin and last about one month. The MPS system will be fully functional on September, 2012 which is four years from the beginning.
