Overview
Given immediate funding, we estimate initial capability in the year 2016. Many assumptions were made, such as the availability of a sufficient number of Atlas launch vehicles (at least seven), successfully design and test phases, and continued funding. The estimated cost for the satellites is $101m each, or $2.1b for 21. With a per launch cost of $192m on the Atlas V, seven launches will cost $1.35b. We estimate overhead and maintence costs at 100% of initial costs, yielding a program cost estimate of $6.9 billion.
